Our firm’s involvement with China is long-standing. Mr. Hugo Chan has been a delegate to the Shenzhen People's Political Consultative Conference and presently is an appointed Legal Adviser to Shenzhen City Overseas Chinese and Vice Chairman of the Legal Committee of the Chamber of International Commerce Shenzhen. Mr. Chan is actively engaged in the development of Shenzhen Qianhai Modern Services Co-operation District and the Urban Redevelopment of Luohu District of Shenzhen.

Luohu DeHeng International Legal Service Center, Shenzhen (“the Center”), is set up under the auspice of Luohu District government, in connection with facilitating the implementation of Closer Economic Partnership Arrangement (“CEPA”) and integration of Shenzhen and Hong Kong, expanding service range, improving service quality, and promoting the status of Luohu District as international consumption center and modern service base.

This high-profile professional service center is situated at 38th Floor, No. 2028, Shen Nan Road, East, Luohu Business Center, one of the landmark buildings of Luohu District. The Inauguration of the Luohu DeHeng International Centre, Shenzhen was held on 18 December 2012.

The Center is dedicated to forging a high-end service platform, with the underpinning of a large group of domestic and internationally renowned lawyers, accountants, valuation experts, tax specialists and other professionals.





The mission of the Center is to reinforce international cooperation of professional service, provide full professional service for Luohu District’s construction of rule of law, and provide seamless, high-quality, efficient service of inbound and out-bound investment. By structuring a professional service center composed of well-known law firms and other intermediaries and service agencies, the service of the Center will cover the whole world. The Center is to sponsor special forums and seminars and training sessions so as to enhance communications of professionals, as well as improving the communication channels with relevant government authority, the goal of which is to upgrade the professional service in Shenzhen, Hong Kong and Macao and create win-win situation through international cooperation.
